With the existence of this circular, the earlier circulars -- SE Number 62 of 2021 and SE Number 70 of 2021 -- are revoked and declared invalid.
"This latest Circular Number 88 of 2021 is effective from October 24, 2021," Director General of Air Transportation, Novie Riyanto, stated on Friday.
Riyanto noted that the latest circular refers to the Circular from the COVID-19 Handling Task Force Number 21 of 2021, Instructions from the Minister of Home Affairs (Inmendagri) Number 53 of 2021, and Inmendagri Number 54 of 2021.
The latest circular regulated passengers with flights from or to airports on Java and Bali islands, between cities on Java and Bali islands, as well as areas with PPKM level 4 and 3 categories, to show a vaccine card of at least the first dose of vaccination and a negative result of RT-PCR test maximum two days before departure.
Meanwhile, for flights from and to airports outside Java and Bali with PPKM level 1 and 2 status, passengers must show a negative RT-PCR test result, with the sample taken maximum two days prior to departure or negative result from their rapid antigen test, with the sample taken maximum a day before departure.
However, Riyanto pointed to several exceptions for unvaccinated passengers, specifically children under 12 years of age, prospective passengers with special conditions with a doctor's letter stating that they are unable to take the COVID-19 vaccine, and air transportation in the outermost, remote, and underdeveloped (3T) areas.
Riyanto stated that children under 12 years of age are allowed to fly in the company of parents or family, show a family card (KK), and present the result of the COVID-19 test from the respective region.
During the implementation of this circular, narrow and wide-bodied aircraft are permitted to have a 70-percent passenger capacity.
"Airlines are required to provide three rows of seats designated as quarantine areas for passengers indicated with COVID-19 symptoms," he remarked.
Meanwhile, the airport terminal's capacity is set at 70 percent of the number of busy time passengers (PWS) during normal times.
