Jakarta (ANTARA) - Regional governments should ramp up public participation in formulating the regional regulation (perda), law expert at the Islamic University of Indonesia (UII) Ni'matul Huda advised at a national webinar streamed on YouTube here on Thursday.

This suggestion is based on Huda's observation that the regional regulation in Indonesia so far tends to be oriented toward economic control that resulted in sub-optimal public participation.

The law expert deems public participation in formulating the regional regulation and also other laws as crucial since these regulations will bind the public in the end.

"Public participation becomes important, and its space should be opened because when these regulations become law, they will restrict the people," he affirmed.

However, if the formation of regulations and laws only focuses on the vision and mission of their creators without public participation, then they could potentially harm the people and also violate human rights, Huda noted.

In addition, he believes that broader creation of laws and regulation is part of the activity to regulate the people.

To this end, the designing and creation of regulations should be done cautiously, accurately, and fairly, so that it would not harm the people, he stated.

Public participation within the formulation of regulations and laws in Indonesia is necessary to preserve the value of democracy that is entrusted on the people's representative, he remarked.

In addition, it aims to ensure that the government's action does not deviate from the people's aspirations, he affirmed

Hence, the creation of laws and regulations should align with the vision contained in the 1945 Constitution, which is to ensure to make the people prosperous, he affirmed.
