We hope the RUU TPKS would be ratified soon in a bid to provide legal certainty to victims of sexual violence and to prevent sexual violenceJakarta (ANTARA) - The Association of Islamic Students (HMI) has pushed the House of Representatives (DPR) and the government to immediately ratify the sexual violence prevention bill (RUU TPKS) in a bid to protect victims of sexual violence.
“We hope the RUU TPKS would be ratified soon in a bid to provide legal certainty to victims of sexual violence and to prevent sexual violence," Acting General Chairperson of HMI Romadhon Jasn noted in a written statement here, Thursday.
Jasn emphasized that sexual violence is an immoral act and should never be tolerated for which a legal umbrella that imposes sanctions on these perpetrators is deemed crucial.

The association's acting general chairperson affirmed that sexual violence could not be tolerated, as it severely affects the victims, both physically and mentally.
“The bill can prevent sexual violence and provide protection to victims,” Jasn noted.
Jasn also pointed out that the Regulation of the Minister of Education, Culture, Research and Technology (Permendikbud Ristek) Number 30 of 2021 on Prevention and Handling of Sexual Violence in Higher Education was viewed as still being insufficient to have a deterrent effect on the perpetrators of sexual violence.

"The RUU TPKS can be a solution, as it supports criminal sanctions, while the ministerial regulation does not," he stressed.
Based on Article 15 of Law Number 12 of 2011, as amended by Law Number 15 of 2019 on the Establishment of Legislation, Jasn explained that the only regulations containing criminal sanctions were provincial and regional regulations of mayors or district heads.
“How can the ministerial regulation prevent sexual violence in universities if it cannot impose criminal sanctions? This (ministerial regulation) will not have a deterrent effect (on the perpetrators)," he remarked.
