Without a zoning plan, issuance of the KKPRL may be hampered.Jakarta (ANTARA) - Issuance of three presidential regulations (Perpres) on zoning plan for Java Sea, Sulawesi Sea, and Tomini Bay (Sulawesi Island) offers a momentum to expedite marine investment, Maritime Affairs and Fisheries Minister Sakti Wahyu Trenggono stated.
"Stipulation of the regulations is important, as the government is promoting national economic recovery through the acceleration of marine and fisheries investment," Maritime Affairs and Fisheries Minister Sakti Wahyu Trenggono noted in a press release here on Monday.
The regulations comprise Perpres Number 3 of 2022 on the Java Sea Interregional Area Zoning Plans, Perpres Number 4 of 2022 on the Sulawesi Sea Interregional Area Zoning Plans, and Perpres Number 5 of 2022 on the Tomini Bay Interregional Area Zoning Plans.
All of them were promulgated on January 5, 2022.

In addition, the perpres regulates conservation areas and public use areas in water areas.
The zoning plan will become a reference for the Maritime Affairs and Fisheries Ministry in issuing the Suitability of Marine Spatial Utilization Activities (KKPRL).
The KKPRL is a prerequisite for business licensing in accordance with Paragraph 1 of Article 37 of Perpres Number 21 of 2021 regarding implementation of spatial planning.
After the issuance of the three regulations, the Directorate General of Marine Spatial Management of the ministry will create an effective, competitive, and environment-friendly marine growth center in the three regions.
"Without a zoning plan, issuance of the KKPRL may be hampered. Thus, the presidential regulations have a very important role in facilitating investment in the marine space," Acting Director General of Marine Spatial Management Pamuji Lestari stated.

Meanwhile, Director of Marine Spatial Planning, Suharyanto, pointed out that with the addition of the three new presidential regulations, there are already four presidential regulations regarding zoning plan for interregional marine regions.
The other regulation is Perpres Number 83 of 2020 on Zoning Plans of the Makassar Strait Interregional Area that was stipulated on July 24, 2020.
However, the zoning plans of 16 interregional marine areas -- comprising straits, bays, and trans-provincial seas -- had yet to be regulated.
