"The state budget and regional budget are limited, so we encourage the private sector to develop infrastructure using the KPBU (Public-Private Partnership) scheme or through the private sector," he noted.
At the 2022 Infrastructure Webinar on Wednesday, Utomo remarked that the private sector should contribute since realizing 208 projects and 10 programs of PSN by 2024 requires an investment of Rp5.698.5 trillion.
The private sector can fulfill this investment demand by up to 69 percent, or Rp3.919 trillion, while Rp626.7 trillion, or 11 percent, was sourced from the state and regional budget.
In addition, 20 percent, or Rp1.143.7 trillion, comes from state-owned enterprises or regional government-owned enterprises.
In detail, these 208 projects comprise those pertaining to the development of 56 roads, 57 dams, 19 areas, 16 trains, 15 energy facilities, 16 sea ports, and 12 water and sanitation facilities.
Moreover, the others comprise two housing units, eight airports, one educational facility, one beach embankment, and five technologies.

Meanwhile, the 10 programs comprise toll exit access, smelter, electricity, food provision, economic equality, waste processing installation, tourism strategic area, border area, superhub, and regional development.
These various PSN programs and projects are scattered across Indonesia that encompass 44 projects in Sumatra, with an investment value of Rp77.84 trillion and 16 projects in Kalimantan worth Rp505.8 trillion.
Moreover, 84 projects and one program in Java, with an investment value of Rp1.969.8 trillion; 18 projects in Bali and Nusa Tenggara, Rp58.6 trillion; 22 projects in Sulawesi, Rp276.9 trillion; 10 projects in Papua and Maluku, Rp566.6 trillion.
Finally, 12 projects and nine programs are scattered nationally, with an investment value of Rp1.542.4 trillion.
Cumulatively, during the period from 2016 to 2021, some 128 projects, with an investment value of Rp716.2 trillion, are fully operational, according to Utomo.
In addition, over 80 percent of the PSN have been pushed through the preparation and transaction stage, he stated.
