The declaration outlines national action that parliaments need to take to implement the Paris Agreement, including accelerating the transition to clean energy, ensuring the inclusion of marginalized members of society, and enhancing global cooperation for joint climate solutions.
"Climate finance worth US$100 billion for developing countries must be met immediately," Indonesian House Speaker Puan Maharani said in her closing remarks at the assembly, which was attended by at least 1,000 delegates from 115 countries.
International commitments will mean nothing if they do not translate into national implementation, she remarked.
"Parliaments must formulate national legal instruments, appropriate budgets, and carry out oversight of various international commitments. Parliaments need to mobilize emission reduction, strengthen adaptation efforts, and realize financing pledges for developing nations,” she added.

IPU president Duarte Pacheco asked fellow parliamentarians to not fail their citizens and the younger generation, who have placed their trust in lawmakers.
“The time to act is now. Time is running out. Scientists and researchers from all over the world have documented what has been described as an atlas of human suffering and a damning indictment of failed climate leadership. This 144th Assembly must mobilize all parliamentarians. We must lead by example and take resolute action before it is too late,” he added.
During the Assembly, themed "Getting to zero: Mobilizing parliaments to act on climate change,” IPU members highlighted their national progress on climate change and the measures they are taking to accelerate decarbonization.
Established over 130 years ago, the IPU is a global organization of national parliaments. It was the first multilateral political organization in the world and seeks to encourage cooperation and dialogue between all nations.
Currently, the IPU comprises 178 national member parliaments and 14 regional parliamentary bodies.
