It’s not just the beginning of a shift in the public administration model, but a shift in the state and social development paradigm.
Jakarta (ANTARA) - Kazakhstan President Kassym-Jomart Tokayev’s state speech has outlined a plan for the large-scale transformation of the country and the way forward to building a new Kazakhstan.

Ambassador of the Republic of Kazakhstan to Indonesia, Daniyar Sarekenov, made the remarks during a special interview with ANTARA here on Friday.

"This program is a very ambitious reform plan," the ambassador said.

It envisages a transition from a super-presidential form of government to a presidential republic with a strong parliament, he informed.

The plan also highlights the restriction of some presidential powers to increase political competition, the independence of regional governors, simplification of the procedure for the registration of political parties, and the establishment of a Constitutional Court.

"The planned innovations will significantly change the entire configuration of the political system," Sarekenov said.

The focus of the reform is on expanding the participation of citizens in government, and the formation of a new political culture, he added.

"It’s not just the beginning of a shift in the public administration model, but a shift in the state and social development paradigm," he said.

The reforms, he added, will also have a positive impact on social processes, increase the stability of the political architectonics, contribute to the formation of a multipolar party system, stimulate civic activity in the decision-making process, both at the central and local levels, strengthen human rights protection, and optimize the administrative-territorial structure.

To implement these reforms, amendments are expected to be made to more than 30 Articles of the Constitution and 20 laws, the ambassador said.

"On April 29, the President emphasized that the fate of the Constitutional amendments should be decided by the people of Kazakhstan in a referendum, which later was determined to be held on June 5, 2022," Sarekenov informed.

"Let me reiterate that all amendments are interconnected and subject to a single goal, that is to create a legal framework for the final transition from the super-presidential model to a presidential republic with a strong parliament, redistribution of a number of powers, strengthening the role and raising the status of the Parliament, expanding the participation of the people in governing the country, and strengthening mechanisms for protecting the rights of citizens," he added.
