Jakarta (ANTARA) - Public consultation leads to an adaptive state budget that could adjust to several opportunities arising amid the global issues, Secretary General of the Finance Ministry Heru Pamudi stated.

This was due to the various suggestions and inputs from experts, academics, and general public that would be filtered through public consultation that would contribute to the creation of the 2023 state budget law.

"The government will be able to prepare a better policy in facing challenges and seizing the opportunities amid the global situation being plagued by hardships currently," he noted here on Tuesday.

Lecturer from the Faculty of Law of Padjadjaran University, Mei Santoso, was one of the experts, who contributed to the 2023 state budget planning.

Santoso said that the process of public consultation was one of the efforts to utilize the state budget's function as a tool to ensure welfare or better life for the country as a whole.

Santoso remarked that budget making, budget influencing, and budget approving were the three approaches in the legislative aspect.

They opined that budget influencing was the approach that suited Indonesia the most, wherein executives should be able to gauge its influence on the state budget structure and policy.

Santoso's opinion was seconded by Head of the legal affairs bureau at the Finance Ministry, Arief Wibisono, who stated that the state budget law was the meeting point between the two processes of technocratic and politics.

Thus, public consultation could serve as a way to allow constructive inputs, discussion, and suggestions from the public in order to improve the policy, he pointed out.

"As a country (upholding) democracy, everyone has the same (rights) in giving inputs/suggestions for the state budget law," Wibisono remarked.

Moreover, in the midst of a volatile, complex, and uncertain situation, formulation of a policy should be looked upon by all stakeholders.

The director of state budget formulation of the directorate general of budget at the Finance Ministry, Rofyanto Kurniawan, noted that fiscal continuity should be ensured in the midst of global uncertainty.

Fiscal continuity would warrant a state budget that could be used for the citizens' welfare in addition to serving as an answer to the global economic challenges.

Moreover, it would allow fiscal flexibility, better purchase quality, as well as innovative and productive funding allocation.
