According to Head of the General Bureau of the State Secretariat Ministry, Piping Supriatna, initially, the Kemayoran Athlete Flats were intended for low-income people and its management was handed over to the Jakarta Government.

However, at that time, it was temporarily used to support the Asian Games and Asian Para Games before finally being developed as flats for state apparatuses and eventually serving as a COVID-19 emergency hospital.
