"The improvement of human resource quality in Indonesia can improve all aspects of development and the people's lives," Gunawan noted in a statement here on Wednesday.
According to Gunawan, national development covers all dimensions and aspects of life, including family development, by emphasizing the importance of improving the quality of families.
"Families, who have resilience and quality, will become one of the main foundations for the integrity, strength, and continuity of development. On the other hand, families that are vulnerable and divided will lead to the weakening of the foundations of society and state," he stated.
The family has a significant role to play in shaping and building an individual's personality from an early age to adulthood and instilling the values of equality.
Gunawan believes that parenting is the main basis for strong and quality families.
In this case, President Joko Widodo has given five directives to the Ministry of Women's Empowerment and Child Protection, including increasing the role of mothers and families in education and parenting for children.
"The Ministry of Women's Empowerment and Child Protection has had several policies that are expected to encourage efforts for gender equality and child protection and to strengthen efforts for human resource development in general," he remarked.
Assistant Deputy for Family Participation Improvement at the ministry Prijadi Santoso stated that parenting is a complex issue that is closely related to problems related to the economy, entrepreneurship, violence against women and children, child labor, and child marriage.
He affirmed that the ministry has a parenting framework in order to support Indonesian children to grow and develop optimally and become independent, humane, and civilized human beings.
The framework has six strategies, starting from the institutionalization of childcare to building an inclusive and resilient physical environment.
