The Disaster Pooling Fund is formed to protect the state budget from pressure as a result of disasters.
This is done through a proactive effort during the period in which disasters do not occur, with investment in the form of fund accumulation and risk transfer through insurance.
Syadzily underscored that disaster mitigation is not just about responding to disasters but also handling the disaster mitigation paradigm, such as emphasizing disaster mitigation for disaster response.
He expects that the Disaster Pooling Fund can support regional governments with less-than-ideal fiscal circumstances for disaster mitigation efforts at all levels.
Moreover, he is optimistic that the pooling fund would be distributed to regions in a just manner.
This is also stipulated in the Disaster Mitigation Law revision that mitigation should become a more proactive planned effort.
Syadzily also underlined the need for disaster education based on the characteristics of disasters in each region.
This should be a foundation for all parties to reduce the risk of disaster, he opined.
"Disaster mitigation is certainly not just the job of the central government but also the regional governments and every existing component in our effort to save human lives," he said.
