Indonesia and Japan had agreed to implement the P-to-P scheme for the placement of SSW for Indonesian migrant workers (PMIs) to Japan, which came into effect in March 2023.
The Ministry of Manpower will continue to disseminate SSW through the P-to-P scheme to all stakeholders so that the placement process can be implemented immediately, she said.
Matters concerning the placement cost had been further stipulated through the Indonesian Migrant Workers Protection Agency's (BP2MI's) Head Decree.
The minister added that the implementation of the P-to-P scheme placement process will be done gradually, beginning with publication and dissemination to all stakeholders and the public.
This will then be continued with the opening of a P-to-P placement of SSW scheme for the PMIs to Japan, she noted.
The P-to-P scheme placement process will involve the role of a placement agency in Indonesia, called the Indonesian Migrant Worker Placement Company (P3MI), and a placement agency in Japan called the Japanese Employment Placement Service Provider (JEPSP).
P3MI is an institution that has an official license from the ministry to execute the placement of Indonesian migrant workers to foreign countries.
Meanwhile, JEPSP is an institution that has an official license from the Japanese Ministry of Health, Labour and Welfare to execute foreign worker placement in Japan.
The opening of this P-to-P scheme answers the demand from the Japanese Accepting Organization (JAO) and PMIs toward placement company services. Thus, the number of PMIs placed as SSW in Japan is expected to increase.
"Opportunity to work in Japan is a very good opportunity for Indonesian workers, given that regulations concerning foreign workers in Japan are quite good in protecting foreign workers," Fauziyah said.
"In addition, the Japanese work culture and habit can be a good example for PMIs in improving soft skill," she added.
