The recruitment of honorarium workers, partly in a careless way, is affecting the quantity and quality (of state employees).
Jakarta (ANTARA) - Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas has urged government ministries and regional authorities to follow the regulations on the recruitment of government employees and abstain from hiring honorarium workers.

Since honorarium workers are not hired as government employees, they often get only honorariums without other employment benefits.

"Colleagues in regions are no longer allowed to recruit carelessly, as it has been banned. Actually, besides in the central government, (it still occurs) in regions," Anas pointed out at the ministry’s office here on Wednesday.

He stressed that careless recruitment would spoil the calculation of the state apparatus quota plan and affect the quality of human resources working for the government.

"The recruitment of honorarium workers, partly in a careless way, is affecting the quantity and quality (of state employees)," the minister said.

Improper recruitment of state apparatus would also hinder the ministry's efforts to realize a world-class bureaucracy, he added.

To address the issue, the ministry will push for the completion of the law on state apparatus (UU ASN), Anas informed.

Government regulations prohibiting the recruitment of honorarium workers have also been enforced, he pointed out.

"We will resolve many things in one stroke. We are now pushing for the completion of UU ASN, and we will also draft the government regulation," the minister said.

The recruitment of honorarium workers has been restricted by Article 8 of Government Regulation No. 48 of 2005 on the induction of honorarium workers as state apparatus candidates and Government Regulation No. 49 of 2018 on contract government employee regulation.

Anas said that he expects the honorarium workers' issue to be resolved before November 28, 2023, as required by Government Regulation No. 49 of 2018.

"God Willing that before the November 28, 2023, deadline, we can resolve all issues regarding the honorarium workers," he added.
