Jakarta (ANTARA) - The Agrarian Affairs and Spatial Planning Ministry/the National Land Agency (ATR/BPN) announced that three pilot locations had been determined for the National Slum Upgrading Project (NSUP) or "City without Slums (KOTAKU)" Program.

"The three locations are Cipinang Besar Selatan Village in East Jakarta, Bugisan Village in Pekalongan City, and Mendawai Village in Pontianak City," the ministry's Director of Land Consolidation for Development Aria Indra Purnama said here on Wednesday.

Purnama underscored the need for collaboration among ministries and agencies, local governments, private developers, media, community leaders, non-civil organizations, and academicians for the KOTAKU Program.

"Land consolidation is a multi-stakeholder matter. There must be a mechanism to bring in commitments and resources sustainably and concretely and actively involve the community," he explained.

According to Purnama, the ministry intensively works on reducing the number of city slums by implementing regional planning strategies in order to improve the welfare of communities.

ATR/BPN Director General of Land Acquisition for Development Embun Sari said that since 2020, the ministry had been active in the KOTAKU Program or NSUP.

"We, along with the Public Works and Public Housing Ministry, the National Development Planning Agency (Bappenas), and other stakeholders, prepare policies and find solutions to deal with city slums," Sari remarked.

A residential area can be considered to be a slum due to poor spatial area, being disaster-prone, lack of safety, and issues in land rights.

Several challenges encountered in upgrading slums, range from the lack of awareness to location factors.

The KOTAKU Program aims to improve access to basic infrastructure and services in urban slums to support the realization of livable, productive, and sustainable urban housing.

The KOTAKU Program has, so far, reached 11,332 villages in 330 cities and districts in 34 provinces.

In 2022, through the approaches of environmental-scale and area-scale infrastructure, the NSUP-KOTAKU Program has reduced slum areas by 39,094 hectares.
