"This non-cash transaction is deemed to be able to provide transparency and improve the quality of village spending," he noted during the "Non-Cash Transaction on Village Government Implementation" event in Bali on Friday.
"The realization of quality village spending is the goal of the village government and development strengthening program (P3PD)," he remarked.
The implementation of non-cash transactions in village governance encompasses the entirety of village income and spending conducted by the financial affairs head that starts with the establishment of policies in the district heads' and mayors' regulations.
"District heads and mayors establish the non-cash transaction implementation policy through district head and mayor regulations and formulating action plan over policy implementation," he explained.
In implementing non-cash transactions, village governments need to prepare various steps, including coordination with related financial institutions or banks in villages in addition to the need for the financial institution or bank to have a banking system network connected with the ministry's Village Financial System (Siskeudes), he explained.
On the occasion, Governor of Bali I Wayan Koster urged bachelors to return to villages to develop them.
"Villages have to be developed. Bachelors, who pursue their education anywhere, can return to develop villages," he remarked.
He deemed that the village fund as well as the villages in Bali that reached 306 have to be managed well. Despite this, Koster stressed that the use of village fund still needs to be evaluated to realize development equity.
"The use of village fund still needs to be evaluated, so that development equity can occur," he remarked.
