Jakarta (ANTARA) - Speaker of the People's Consultative Assembly (MPR) Bambang Soesatyo has expressed support for Head of the National Development Planning (Bappenas) and Minister Suharso Monoarfa's plan to implement a single salary scheme for civil servants (ASNs).

"Implementing the single salary scheme can prevent (the practices of civil servants holding) double positions, especially echelon I officials (and) commissioners in some state-owned enterprises (SOEs) as currently found in various ministries and institutions," he said.

Even at the Finance Ministry, there are many ASNs who have double jobs as commissioners in various SOEs, he said following Monoarfa's visit at the Parliament Complex, Senayan, Jakarta, on Tuesday.

According to Soesatyo, the practice of civil servants holding two positions has created injustice, and it has the potential to stoke conflicts of interest between policy makers and those implementing the policies.

"No wonder, if the public considered this dual position was suspected as a model of 'hidden corruption,'" he said.

In his statement, Soesatyo also highlighted many parties' perception of the Finance Ministry's "too large" fiscal authority.

With the issuance of Law Number 17 of 2003 regarding State Finance, Bappenas no longer has the authority to plan budget allocations as this authority has been centralized under the Finance Ministry, Soesatyo said.

"Bappenas was a partner of the Finance Ministry related the fiscal and macro planning, and it prepared the work plans of the government; however, the budget authority remains with the Finance Ministry," he explained.

"The full power of budget authority in the Finance Ministry should also be reviewed in order to strengthen the checks and balances between ministries and state institutions," Soesatyo said.
