"Increase synergy and collaboration of all stakeholders to encourage the acceleration and expansion of regional digitalization," Amin remarked while delivering his directions virtually at the 2023 National Coordination Meeting for the Acceleration and Expansion of Regional Digitalization here on Tuesday.
The vice president also directed all regional governments to immediately enact regulations after the issuance of Law Number 1 of 2022 on Central and Regional Financial Relations to strengthen the regional digitalization acceleration and expansion policy.
"Regional regulations on regional tax and regional user fee as well as the Indonesian Credit Card Regional Head Regulation should be issued immediately to support improving the quality of regional government spending," he remarked.
Amin directed Home Affairs Minister Tito Karnavian to help regional governments to create regulations and guidelines, including routine regional budget (APBD) guidelines.
He also encouraged regional governments to continue to innovate in increasing regional user fee contributions.
"Relevant ministries and agencies, including members of the P2DD (regional digitalization acceleration and expansion) task force, must be proactive to encourage innovation in regional user fee system," he remarked.
On that occasion, he also called for strengthening infrastructures to expand the networks of information and communications technology (ICT), especially in underdeveloped, frontier, and outermost regions.
"Regional governments, through the TP2DD (regional digitalization acceleration and expansion teams), need to optimize the use of National Strategic Project SATRIA-1 Satellite, which was recently launched, to support the provision of network services," he stated.
Furthermore, the vice president stated that the home affairs minister should also actively involve parties, including through a coordination forum on regional digitalization acceleration and expansion, in monitoring the design, strengthening, and implementation of the Regional Government Information System (SIPD) in 2024.
Lastly, he underscored the need for Finance Minister Sri Mulyani to consider implementing additional fiscal incentives for regional governments that are considered successful in encouraging the electronification of regional government transactions and the regional digitalization acceleration and expansion policy that will take effect in 2024.
