Jakarta (ANTARA) - The new law on civil servants (UU ASN) will protect non-ASNs from mass layoffs, Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas said on Tuesday.

Non-ASNs are employees who do not have the ASN status but receive honorarium from the government.

"Thanks to the House of Representatives (DPR), the law on amendments to the Law No. 5 of 2014 becomes a legal foundation for structuring non-ASNs, where there will be no mass layoffs," Anas noted in a statement received on Tuesday.

He remarked that arranging the structure of non-ASNs, whose number reaches more than 2.3 million, was one of the crucial issues during the law drafting process.

Without the new law, 2.3 million non-ASNs would be laid off by November 2023, he added.

"With the bill passage, everyone is safe and keeps their jobs," Anas stated.

He explained that the government, through a government regulation (PP), will expand the scheme and mechanism of contract-based government employees (PPPK) as an option for structuring honorarium workers.

"It will be detailed in the PP," he remarked.

One of the crucial points in the PP will include a provision ensuring that non-ASNs' income will not be cut during the restructuring period.

Anas emphasized that the contribution of non-ASNs in the government is highly significant.

"This is the commitment of the government, DPR, the Regional Representative Council, the association of regional governments, and other stakeholders for non-civil apparatus," he stated.

In addition, he said, the government will prevent fiscal burden during the restructuring of non-ASNs.

Anas also thanked other elements involved in the law drafting process, such as academics, the Indonesian Civil Servants Corps (Korpri), ministries and agencies, the non-ASN forum, and other parties.

During a plenary meeting on Tuesday, DPR passed the bill on the amendment to Law No. 5 of 2014 on civil servants.
