KPU conveyed this in Decree No. 1621 of 2023 concerning the technical guidelines for the General Elections campaign, which was issued in Jakarta on Thursday.
In the decree, the commission stated that the debate would last 150 minutes, with 30 minutes earmarked for the broadcast of public service advertisements prepared by the commission.
The first segment of the debate will comprise the opening, reading of the rules, and delivery of the candidates' visions, missions, and working programs.
In the next segment, the debate will be resumed with the candidates elaborating on the visions, missions, and programs introduced in the previous segment.
The moderator of the debate will again highlight the visions, missions, and programs of each candidate pair in the third segment.
In the fourth and fifth segments, the candidates will participate in question-and-answer sessions. The debate will close in the sixth segment.
The debate will run in a candidates-moderator format, meaning the moderator will guide the debate and elaborate on the materials shared by the candidates.
Each pair of candidates will be allowed to invite their respective campaign teams and other guests to the debate, which will be televised live on national television channels.
The themes for the debate will be formulated by a panel of experts in various fields.
"The themes will refer to national visions outlined in the Preamble to the 1945 Constitution and will be related to the National Long-Term Development Plan (RPJPN)," KPU informed in its decree.
The commission is currently in the process of determining the date and location for the presidential debate. Once it is fixed, the date will be announced on KPU's website and social media platforms.
KPU chairperson Hasyim Asy'ari on November 3 revealed that the provisions concerning the debate for the upcoming presidential elections would be similar to those during the 2019 presidential election.
"The provisions regarding the presidential debate will be no different from those for the 2019 presidential election. In other words, they will still refer to Law No. 7 of 2017 concerning General Elections," he said during a press conference.
