"We are studying the DMA and Digital Service Act of Europe; the PP may be completed in the third or fourth quarter of this year," the ministry's director general of informatics application, Semuel Abrijani Pangerapan, informed at the ministry's office here on Friday.
The government regulation on digital ecosystem creation will support Law No. 1 of 2024 concerning the Second Amendment to Law No. 11 of 2008 concerning Electronic Information and Transactions (UU ITE).
The regulation is one of the three derivative regulations of the law, which are being prepared by Kominfo.
The PP will detail the contents of Article 40A of the law. Article 40A stipulates that the creation of a digital ecosystem must allow electronic system operators (PSE) a level playing field.
According to Pangerapan, the ministry is studying similar regulations from other countries to devise a PP that can accommodate the creation of a healthy digital ecosystem.
Broadly speaking, he said, his side will design an anti-monopoly regulation that will not only cover business practices, but also the application of technology.
"We will make sure there is no monopoly, no one uses the locking technology, just like in Europe that has the regulation," he added.
In addition to the PP on the digital ecosystem creation, two more PPs are being prepared to support the implementation of Law No. 1 of 2024: one will regulate the implementation of electronic systems and the second will regulate child protection in the digital space.
