Jakarta (ANTARA) - Minister of National Development Planning (PPN) and Head of the National Development Planning Agency (Bappenas) Suharso Monoarfa emphasized that land rights in the form of property rights are permitted at Indonesia's capital city, Nusantara (IKN).

"Last Friday, President (Joko Widodo) asked us whether land ownership rights in Nusantara were allowed. I answered him that it was very possible and permissible," he stated at the 2024 National Development Planning Conference in Jakarta on Monday.

In Law Number 21 of 2023 concerning Amendments to Law Number 2 of 2022 on IKN, there are several articles that allow land rights in the form of ownership rights at IKN, starting from Article 15A, Paragraphs 1, 5, 6, 8, 9, and so on.

"Hence, land rights in the form of ownership rights are permitted," Monoarfa remarked.

He also highlighted that the development of IKN, as a new center of economic growth in Indonesia, as of April 25, 2024, had progressed by 80.82 percent of the first-phase development target, with focus on the Core Central Government Area (KIPP).

Several areas of focus for development in the first phase include the State Palace Area and Ceremonial Grounds that reached 60.54 percent and the Presidential Palace Area, 80.95 percent.

Meanwhile, development of the Coordinating Ministry Building has reached 49.56 percent; the Ministerial Site House, 85.78 percent; and the Flats of Civil Servants (ASN) and Defense and Security Personnel, 33.88 percent.

Other developments also include water resources infrastructure, main access road networks, including toll roads, built with funding from the State Budget (APBN), and electricity and telecommunications networks through State-Owned Enterprises (BUMN).

Meanwhile, development is also underway for basic facilities and infrastructure as well as supporting facilities, such as international standard hospitals and schools, as well as sports facilities that are backed by the contribution and active role of domestic entrepreneurs and private parties.

Through the IKN Authority (OIKN), the total commitment to investment requests for IKN development is said to continue to increase, with a total of Rp49.6 trillion (US$1 = around Rp16,000), demonstrated by five groundbreakings carried out by President Joko Widodo.

"Noting the progress of development, we are confident that the development of the Indonesian Capital City will proceed according to the plan as mandated by law," the minister stated.

“The Ministry of Bappenas oversees the sustainability of planning and development of the Indonesian Capital City,” he added.

He affirmed that the ministry is also encouraging the development of partner areas around it as part of the national development priorities contained in long-term planning documents to serve as guidelines for the next government.
