"Hence, construction workers, who reached 27 thousand and around 10-20 percent of whom are local residents, have completed (the construction of) 21 towers for ASN to move in," an OIKN official, Alimudin, said here on Saturday.
The government continues to strive to prepare various basic needs in IKN, including residential flats for civil servants who will be transferred to the area.
The OIKN also conducts complete data collection on civil servants who will be transferred, starting from their age to the number and age of their children, to ensure the availability of adequate educational facilities.
Early childhood education and elementary schools have also been prepared, although Alimudin admitted that it had yet to be fully maximized.
He noted that IKN's development is being conducted in five stages, while until 2024, the work has only entered the first stage, which is the provision of basic infrastructure.
Alimudin also highlighted that drinkable tap water facilities had also been prepared in IKN, making it one of the advantages of basic infrastructure in the new capital city.
"It is no longer clean water that is prepared, but drinking water, drinking directly from the tap. Mr. Basuki tested it yesterday," he said, referring to acting head of OIKN and PUPR Minister Basuki Hadimuljono.
Alimudin said all those involved are currently learning from the Jakarta provincial government's experience in organizing the nation's capital.
However, the arrangement in IKN will be very different as it has yet to have local representation like the Regional Legislative Council (DPRD). The focus is more on functional positions that directly provide services to the community.
In the five stages of IKN development, this year is the stage for completing basic infrastructure, such as the provision of drinking water, road construction, and toll roads, which are scheduled to be completed in December.
"I need to convey this information because it seems as if IKN must be completed this year. No, this is the year of completion of basic infrastructure, drinking water, and roads. Toll roads are also almost complete. It will be completed in December," Alimudin stated.
Earlier, the Ministry of Public Works and Public Housing (PUPR), through the Task Force for the Implementation of the Development of Capital City Infrastructure of the IKN, targeted 12 towers of ASN-Hankam housing flats to be ready before August 17, 2024.
"Hopefully, before August 17, 2024, some 12 ASN towers will be ready," head of the task force, Danus Sumadilaga, stated in Jakarta on Friday (July 26).
The plan is that civil servants' housing flats will first be used as accommodation for officers attending the Indonesian Independence Day ceremony in IKN.
The 12 ASN-Hankam housing flats' towers are located in the IKN Core Government Center Area (KIPP).
Civil servants' flats are residential areas for civil servants and defense and security (Hankam) personnel who will later be assigned to IKN.
The PUPR Ministry, through the Directorate General of Housing, has started the construction of 47 towers of civil servants' flats in IKN to support the gradual transfer of civil servants starting in 2024.
Overall, the 47 ASN-Hankam towers have a total of 2,280 units, with a type of 98 m2 for each unit. Construction of the flats consists of 31 towers for civil servants, with a total of 1,860 units.
Hankam flats consist of seven towers for police and members of the State Intelligence Agency (BIN) and nine towers for the Presidential Security Forces (Paspampres), with a total of 960 units.
Each tower is 12 floors high, consisting of floors 1 and 2 used for public facilities, such as fitness amenities and public space, among others, while the remaining 10 floors are for housing. Each unit is prepared with three bedrooms.
