"It is paramount for rural and regional leaders to draft a regulation that specifically governs the placement, protection, and management of Indonesian migrant workers," he remarked in Jakarta on Tuesday.
Karnavian made the statement during the signing of a memorandum of understanding (MoU) on migrant workers' protection between the Ministry of Home Affairs, Ministry of Migrant Workers Protection, Ministry of Villages and Development of Disadvantaged Regions, and Manpower Ministry.
He emphasized the need to ensure that the MoU can push local leaders in regions and villages to improve the protection of Indonesian migrant workers from their administrative regions.
"Regional leaders should follow up on all the circular letters and MoUs that have been signed by formulating local regulations. We will oversee this matter," he stressed.
Furthermore, the minister called on provinces considered the hot spots of Indonesian migrant workers, such as East Nusa Tenggara, West Nusa Tenggara, Central Java, East Java, West Java, and Banten, to provide a one-stop service for migrant workers.
He also urged village leaders to devise and implement a regulation that can help them track and monitor their residents planning to work overseas.
Such regulation is expected to make it more convenient for rural officials to take notice of problems involving prospective migrant workers from their villages, he said.
In this regard, he pushed rural governments to allocate a portion of their budget to programs dedicated to protecting Indonesian migrant workers.
