Jakarta (ANTARA) - The regional autonomy grand design that is currently being prepared by the Ministry of Home Affairs needs to regulate the evaluation of regional governance implementation, according to an academic from Diponegoro University, Prof. Budi Setiyono.

"The grand design should not only be related to regional division but also evaluation of the implementation of governance affairs that are assigned to regions," he said when contacted by ANTARA here on Thursday.

According to Setiyono, evaluation is needed because there are still central government programs and policies that overlap with the authority of regional governments, thus impacting the implementation of governance.

In addition, he said, a clear description and alignment of the division of authority between the central, provincial, district, and city governments needs to be made without delay.

Further, there is no urgency to cover regional division in the grand design, he opined.

"Division needs high costs, meanwhile, our economy is currently in a hard situation. With the current e-government and smart governance technology, territory is not a significant obstacle in public services," the professor pointed out.

Earlier, Deputy Minister of Home Affairs, Bima Arya Sugiarto, in Bandung city, West Java, on Tuesday said that the regional autonomy grand design is being prepared by the government to address 337 proposals of regional division.

He informed that the grand design will consider the ideal needs concerning the number of provinces, districts, and cities in Indonesia.
