The concern was shared during an event held to mark May Day in Jakarta on Thursday.
"There must be very technical things that must be carried out (to end outsourcing)," the minister added.
Such a regulation will highly depend on the decision of President Prabowo Subianto, he said.
"If it is an (official) executive policy, it must be carried out. We will just have to see what the review is like," Gerungan explained.
He said that May Day must be a reminder for stakeholders to forge collaboration for the welfare of Indonesian workers.
"This is a momentum where all the strengths of the nation's components must collaborate with each other," he added.
"We can use this (May Day) as a momentum to bind ourselves to talk about patriotism, to make it a momentum (for collaboration) between industry, workers, as well as the government," he continued.
President Prabowo has expressed his support for the proposal to eliminate outsourcing.
He said that the planned Labor Welfare Council will conduct an in-depth study on the transition process for eliminating outsourcing, while considering the investment climate.
"We want to eliminate outsourcing. However, we must also be realistic. We must also protect the interests of investors. If they do not invest, there will be no factories, and workers cannot get to work," he added at the May Day event at the National Monument (Monas), Jakarta, on Thursday.
Additionally, he announced the formation of a layoff task force to address unilateral terminations of employment and accelerate discussions on the Domestic Workers' Protection Bill and the Maritime and Fisheries Sector Protection Bill.
Prabowo emphasized that the state will not remain silent on injustice against workers.
"If necessary, the state will intervene," he said.
His remarks were welcomed with enthusiasm by labor union leaders, including Said Iqbal and Jumhur Hidayat, who also joined the May Day event.
