Deputy Minister of Housing and Settlements, Fahri Hamzah, said that the project is a direct realization of Prabowo’s recent pledge to build one million vertical housing units annually to meet the country’s housing needs.
“We are fully prepared to support the implementation on the ground,” Hamzah added in Jakarta on Thursday.
“With more than 800 state-owned enterprises (SOEs) possessing strategic land across Indonesia, we are ready in terms of land availability. The next step is to finalize the technical processes together,” he expounded.
The PKP Ministry has voiced support for the technical cooperation between Qatar’s Qilaa International Group and its local partners for the development of one million apartment units, in line with the President’s directive.
At an event in Jakarta, which was attended by representatives from the Qilaa International Group, led by Sheikh Abdul Aziz Al-Thani, and chairperson of the national housing task force, Hashim Djojohadikusumo, Hamzah expressed optimism about the swift realization of the initiative.

Deputy State-Owned Enterprises Minister Donny Oskaria and representatives from both SOEs and the private sector also joined the event.
“We began this initiative around a year ago. This program aims to address the backlog of 15 million families in need of proper housing,” Hamzah said.
The technical cooperation formalized this week follows a memorandum of understanding (MoU) signed between the Ministry of Housing and Settlements and Qilaa International Group in the presence of President Prabowo.
At the MoU signing, the ministry was represented by Minister Maruarar Sirait and the Qilaa International Group by His Excellency Sheikh Abdulaziz bin Abdulrahman Al Thani.
The initial MoU was followed by the signing of a cooperation agreement between Bank BTN and Qilaa International Group in Doha, Qatar, on May 19, 2025.
The construction of the housing will involve several domestic and international partners, including SOEs under the Danantara umbrella such as BTN, several construction companies, and Indosat Ooredoo Hutchison.
The investment from Qatar marks a significant step forward in meeting the demand for decent and affordable housing for millions of Indonesian families.
