Jakarta (ANTARA) - Trade Minister Budi Santoso has announced nine new ministerial regulations on trade (Permendag) as a direct outcome of the government’s push to deregulate the import policy.

“The output of this import policy deregulation is the revocation and replacement of Permendag No. 36 of 2023, in conjunction with Permendag No. 8 of 2024. We have revoked both and are now issuing nine new Permendag,” he said in Jakarta on Monday.

He clarified that the new regulations have been categorized into clusters to ease future adjustments if necessary.

“Trade regulations are dynamic, and the government must be responsive to change,” he said.

The nine new regulations include:

  • Permendag No. 16/2025 on General Policy and Regulation of Imports,
  • Permendag No. 17/2025 on Import Policy and Regulation of Textiles and Textile Products,
  • Permendag No. 18/2025 on Import Policy and Regulation of Agricultural and Livestock Products,
  • Permendag No. 19/2025 on Import Policy and Regulation of Salt and Fisheries Commodities,
  • Permendag No. 20/2025 on Import Policy and Regulation of Chemicals, Hazardous Materials, and Mining Products,
  • Permendag No. 21/2025 on Import Policy and Regulation of Electronic and Telematics Goods,
  • Permendag No. 22/2025 on Import Policy and Regulation of Certain Industrial Goods,
  • Permendag No. 23/2025 on Import Policy and Regulation of Consumer Goods, and
  • Permendag No. 24/2025 on Import Policy and Regulation of Used Goods and Non-Hazardous, Non-Toxic Waste.
“Clustering these regulations will make future amendments easier. These new import regulations will take effect two months after their promulgation to allow time for system preparation and implementation,” Santoso explained.

Additionally, the regulatory reform for improving ease of doing business includes two more trade regulations:

  • Permendag No. 25/2025, which replaces the previous rule regarding the procedures for the issuance of franchise registration certificates by local governments, and
  • Permendag No. 26/2025, which revokes four domestic trade-related Permendag regulations that have been superseded by higher-level regulations.
