Delivering a public lecture to participants of the National Leadership Course at the National Resilience Institute (Lemhannas) in Jakarta on Thursday (July 3), Coordinating Minister Yusril Ihza Mahendra emphasized that this initiative is among the government’s major mandates entrusted to the ministry.
“A strong state is not one that dominates, but one that upholds justice and stands with the people,” Yusril said in a statement on Friday.
He outlined the policy direction and 2025–2029 Strategic Plan of Kemenko Kumham Imipas, which envisions achieving synergistic, inclusive, and equitable development as part of the national goal to realize an Advanced Indonesia toward Golden Indonesia 2045.
Yusril also identified five national strategic issues currently prioritized in the ministry’s cross-sector coordination efforts: legal fragmentation and over-regulation; gross human rights violations and public dissatisfaction; immigration reform and global mobility; overcrowding in correctional institutions; and correctional system revitalization.

To address these challenges, the ministry has adopted five strategic development pillars: national legal reform, human rights promotion, immigration modernization, prison reform, and the strengthening of adaptive and responsive governance.
Addressing the Lemhannas participants, Yusril shared several key messages reflecting core values of national leadership. He emphasized the importance of fostering a systemic legal perspective, viewing law as a tool for shaping civilization, and enhancing synergy across sectors and with civil society.
He also highlighted the strategic role of Lemhannas as a national leadership incubator that helps instill a strong national outlook and a cross-sectoral strategic vision.
“You are the future leaders who must act as catalysts for change in building a clean and just government,” Yusril stated.
He reaffirmed the ministry’s readiness to serve as a strategic partner of Lemhannas in developing a policy ecosystem that is responsive, inclusive, and grounded in human dignity—toward a more just and dignified Indonesia.
The prestigious forum was attended by Lemhannas Governor Ace Hasan Syadzily, senior Lemhannas officials, and Kemenko Kumham Imipas Secretary Andika Dwi Prasetya.
