"It should be noted that efforts to build the capacity of PKK cadres are key to ensuring the success of this movement," she remarked in a speech at the 2025 PKK National Work Meeting in Samarinda, East Kalimantan, on Tuesday.
Haluk stressed the importance for PKK teams nationwide to continuously improve their skills, focus on effective regeneration, and leverage digital technology in learning activities, report preparation, and inter-regional communications.
"We live in an era where digitization is no longer a choice but an inevitability," Haluk noted.
The deputy minister remarked that PKK teams play a strategic role in strengthening national resilience, instilling noble values at the family level, and broadening public access to basic services and productive economic activities.

With this in mind, Haluk urged attendees to make the most of the national meeting as a platform to align strategies and exchange ideas to bolster the PKK's contribution to national development.
The deputy minister also cited a study by the National Research and Innovation Agency (BRIN), which found that the PKK's 10 derivative programs have proven effective in boosting access to education and health services.
Furthermore, Haluk emphasized that the Ministry of Home Affairs is committed to ensuring the optimal implementation of President Prabowo Subianto’s strategic programs across the country, supported by oversight from governors as representatives of the central government.
In this context, she stressed that the success of national programs is inseparable from active public participation, including through the PKK movement.
"PKK proves that community empowerment initiatives can become a tremendous asset if managed properly," she stated.
