"We must also focus on regulations to improve the welfare of freight vehicle drivers," he stated while opening the Coordination Meeting on Handling Over-Dimension-Over-Load (ODOL) vehicles in Jakarta on Thursday.
According to AHY, the national action plan for implementing the zero ODOL policy will cover employment aspects with decent work standards for drivers, particularly regarding wages, social security, and legal protection.
He also highlighted the importance of monitoring, documenting, and enforcing measures against freight vehicles to resolve the ongoing ODOL issue.
"(This should be) followed by deregulation and harmonization of regulations to increase the effectiveness of Zero ODOL enforcement," the minister remarked.
He explained that the national action plan, which includes strengthening labor aspects, monitoring freight transport vehicles, and deregulation, will be included in the presidential regulation draft on strengthening national logistics.
The government will also issue plans to integrate freight transport data collection, determine and regulate road classes, and increase the competitiveness of logistics distribution, AHY added.
Additional strategies include offering incentives and disincentives, assessing the impact of the Zero ODOL policy, and establishing a working committee to accelerate national connectivity development.
"These action plans will generate 47 outputs that require joint supervision," the minister noted.
Earlier, Minister of Transportation Dudy Purwagandhi stated that the Zero ODOL policy had been planned since 2017, but delays and objections from various parties have caused setbacks.
Although stakeholders had agreed to implement the Zero ODOL policy in 2023, its rollout was postponed due to requests for relaxation from drivers and national logistics businesses.
Regulations prohibiting over-dimension and overloading of vehicles have been in place for 16 years under Law Number 22 of 2009 on Traffic and Road Transportation.
Purwagandhi noted that the ODOL policy must be accelerated before 2027 to help prevent traffic accidents.
