Jakarta (ANTARA) - Minister of Agriculture, Andi Amran Sulaiman, has said that the new mechanism of distributing subsidized fertilizers through handover points is designed to make the process more accountable and targeted.

The initiative is part of the government’s efforts to enforce Presidential Regulation (Perpres) Number 6 of 2025 on the Distribution of Subsidized Fertilizer for the Agricultural Sector.

“This regulation affirms the government’s presence. Fertilizer must reach farmers directly—without any leakage. The system is now stricter and more measurable,” Minister Sulaiman said in a statement released in Jakarta on Monday.

The regulation introduces a handover point mechanism, where approved distribution centers designated by state-owned fertilizer companies serve as control hubs to strengthen oversight and ensure accountability in fertilizer distribution.

Through this mechanism, the government, in collaboration with state-owned fertilizer companies, aims to ensure the availability of fertilizers—in the right quantity and quality, at the right time, and on target—to boost agricultural production, the minister emphasized.

Meanwhile, the Director General of Agricultural Infrastructure and Facilities (PSP), Andi Nur Alam Syah, stated that the handover points will enhance control over fertilizer distribution.

“The handover point will become a new control hub. Appointed parties will be legally bound by agreements with the state-owned fertilizer companies, ensuring clearer and more measurable oversight,” he explained.

Similarly, Director of Fertilizer and Pesticides Jekvy Hendra noted that the regulation also changes how distributors are appointed.

Previously, multiple parties were involved in distributor appointments. Under the new system, state-owned fertilizer companies are solely responsible for appointing distributors up to the handover point.

“The handover point may consist of registered retailers, farmer groups (gapoktan), fish farmer groups (pokdakan), or cooperatives involved in fertilizer distribution,” Hendra said.

Distribution of subsidized fertilizers will continue to refer to e-RDKK (Electronic Definitive Group Needs Plan) data.

Farmers listed in the e-RDKK can access subsidized fertilizers at designated handover points or official kiosks by presenting their ID cards or farmer cards.

“As long as the farmer’s name is registered, they can redeem subsidized fertilizer using their ID card or farmer card,” Hendra said.
