He delivered the remarks during an event in Jakarta that served as a prelude to the Australia Awards Short Course on Governance and Public Policymaking for Subnational Governments, according to a statement received here on Thursday.
In the presence of Australian Ambassador to Indonesia Rod Brazier, the deputy minister stressed that regional governments need skilled human resources capable of formulating effective development and budgeting plans to strengthen local fiscal capacity.
He added that one of the central government’s key objectives in promoting regional autonomy is to solidify the fiscal foundation of regional administrations.
Sugiarto further noted that local officials must be able to improve access to public services and ensure that government initiatives are genuinely felt by the people.
To that end, the former Bogor mayor encouraged participants to make the most of the two-week course offered by the Australian government to expand their knowledge and sharpen their governance and policymaking skills.

“We hope that you will leverage your time in Australia to directly observe how this great neighboring country provides high-quality services to its citizens,” he told participants.
He cited how Australian citizens can easily access information on local government development plans.
“There, you will be amazed by how local leaders build close bonds with their constituents and how every level of government welcomes public participation,” Sugiarto said.
He added that Indonesian officials could learn from their Australian counterparts in addressing issues related to the rights of persons with disabilities, gender equality, and inclusive development.
Sugiarto further urged participants to connect their studies abroad with the real challenges faced in their respective regions.
