The decision is set out in KPU Decree Number 731 of 2025 on the Determination of Documents Required for Presidential and Vice-Presidential Candidate Pairs as Public Information Exempted by the KPU.
“KPU Decree 731/2025 stipulates that several documents required for presidential and vice-presidential candidates are exempt for a period of five years, unless the party whose confidentiality is protected provides written consent and/or the disclosure relates to the person’s position in public office,” KPU Chairman Mochammad Afifuddin said on Monday.
According to him, the decision is consistent with Article 2 paragraph (4) of Law Number 14 of 2008 on Public Information Disclosure.
This article states: “Public Information that is exempt is confidential in accordance with the law, propriety, and the public interest, based on an examination of the consequences if the information is released to the public and after careful consideration that withholding Public Information may protect a greater interest than disclosing it, or vice versa.”
The following is a list of documents required for presidential and vice presidential candidate registration that are declared confidential by the KPU:
1. Photocopy of electronic identity card and photo of birth certificate of Indonesian citizens.
2. Police record certificate from the Indonesian National Police Headquarters.
3. Health certificate from a government hospital designated by the General Elections Commission.
4. Receipt or proof of submission of personal wealth report to the Corruption Eradication Commission.
5. Certificate stating no bankruptcy and no outstanding debts, issued by a district court.
6. Statement declaring the candidate is not running for office as a member of the DPR, DPD, or DPRD.
7. Photocopy of a taxpayer identification number and proof of filing annual personal tax returns for the last five years.
8. Curriculum vitae, brief profile, and track record of each prospective candidate.
9. Statement confirming the candidate has never served as president or vice president for two consecutive terms.
10. Statement of loyalty to Pancasila, the 1945 Constitution, and the ideals of the August 17, 1945 Proclamation, as stated in the Constitution’s Preamble.
11. District court statement confirming the candidate has never been sentenced to prison for a crime punishable by five years or more.
12. Academic proof, such as a photocopy of a diploma or graduation certificate, legalized by the issuing educational institution or secondary education program.
13. Police statement confirming the candidate is not involved in any banned organization or the G30S/PKI.
14. Stamped statement declaring the candidate’s willingness to be nominated as a presidential or vice-presidential candidate.
15. Letter of resignation from the Indonesian Defense Forces, National Police, or civil service upon appointment as a candidate pair.
16. Letter of resignation from employment or office at a state-owned or regional-owned enterprise upon appointment as a candidate pair.
