Samarinda, E Kalimantan (ANTARA) - The Ministry of National Development Planning is formulating a comprehensive manpower roadmap to address the potential rise in unemployment triggered by the energy transition, particularly in regions reliant on fossil fuel production.

“When we talk about manpower, we must take a holistic view. The principle is: jobs may disappear, but the people who hold them should not,” said the ministry’s Director of Manpower, Nur Hygiawati Rahayu, on Wednesday.

To that end, she stressed the importance of preparing the current workforce through reskilling initiatives.

Rahayu noted that the energy transition is inevitable, but must not be viewed in isolation. As a coal-exporting country, Indonesia will be impacted if global demand for coal declines.

In response, the ministry is prioritizing policies that stimulate future labor demand through the National Long-Term Development Plan and the National Medium-Term Development Plan, both of which promote a green economy.

On the supply side, the ministry is working to develop a skilled workforce by revising educational and vocational training curricula to align with the needs of sustainable industries.

The government is also building the necessary support ecosystem—strengthening regulations, compiling data on green workers, setting competency standards, and offering incentives to encourage business participation.

Rahayu emphasized that regional governments must develop detailed timelines for sectoral job reductions to ensure reskilling programs can be implemented proactively.

“This strategy is crucial to balancing the potential for new job creation with the risks of job losses caused by technological disruption and the accelerated shift toward sustainable development,” she said.
