President Prabowo Subianto signed Presidential Regulation No. 109 of 2025 on October 10. A copy of which was received by ANTARA in Jakarta on Wednesday.
The regulation, comprising eight chapters and 33 articles, outlines the government's strategy to manage waste sustainably while promoting clean energy production.
Chapter two of the regulation highlights the need to address environmental and public health issues caused by rising volumes of waste in urban areas.
The policy encourages converting waste into renewable energy, including electricity, bioenergy, fuel, and other derivatives. It also requires polluters to bear the costs of environmental damage caused by their waste.

The regulation assigns roles to several stakeholders, including the Environment Ministry, Danantara Investment Agency, state electricity company PLN, and private firms.
Danantara will select companies to build and operate waste-to-energy plants based on commercial appeal, risk assessments, and financial feasibility. PLN is tasked with purchasing electricity generated by these facilities.
Districts and cities seeking to join the program must meet key criteria, such as producing at least 1,000 tonnes of waste per day to qualify for participation.
Local governments are required to allocate budgets for waste collection and transport, provide land for the facilities, and introduce a sanitation service fee framework.
The land provided will be managed by the selected companies and made available free of charge during the construction and operational phases.
Jakarta has been named the pilot province for the initiative. However, the Environment Ministry said other regions expressing interest will be considered.
The regulation is expected to accelerate Indonesia’s shift toward circular economy practices, improve urban sanitation, and reduce dependence on fossil fuels.
