Jakarta (ANTARA) - The Indonesian government is rolling out initiatives to create an inclusive environment that improves mental health and supports the potential of people with disabilities, the Ministry of Health said Friday.

Astuti, head of the ministry’s task force on health for women and children victims of violence, made the remarks during the 61st National Health Day and ahead of International Day of Persons with Disabilities on Dec. 3, 2025.

According to 2023 data from the Central Statistics Agency (BPS), Indonesia has about 4.1 million people with disabilities.

Astuti said they face health challenges twice as often as those without disabilities, with mortality risk up to four times higher and life expectancy up to 23 years shorter.

“People with disabilities are also four to seven times more likely to experience mental health issues,” she said, stressing the need for equitable access to quality health services, including mental healthcare.

Astuti highlighted stigma as a major barrier. “The first step in overcoming this stigma is to build a fairer, more equal, and inclusive society for everyone,” she said.

The government has reinforced these efforts through Law No. 8 of 2016 on Persons with Disabilities, which guarantees access to education, employment, public services, and healthcare. Related regulations include Government Regulation No. 70 of 2019 and Ministry of National Development Planning Regulation No. 3 of 2021.

In addition to legal measures, the government is promoting awareness campaigns and educational programs to shift negative perceptions toward positive views of people with disabilities.

“Public awareness is key to overcoming stigma and creating equitable healthcare access,” Astuti said.

She concluded that with collaboration and support from government agencies, civil society, and communities, Indonesia can achieve a more inclusive, equal, and non-discriminatory environment for people with disabilities.
