The KUHAP Bill has been approved by the House of Representatives (DPR) Plenary Session for ratification into law, following the completion of deliberations on the revisions in Commission III.
Agtas explained that the KUHAP Bill contains several fundamental reforms designed to adapt the criminal procedure system to current developments.
"On behalf of the President, we express our deepest gratitude and appreciation to the leadership and members of the House of Representatives," the minister said during the plenary session at the parliamentary complex on Tuesday.
He mentioned that Law Number 8 of 1981 concerning the Criminal Procedure Code (KUHAP) initially served as a milestone in Indonesia's legal independence, replacing the colonial legacy of the HIR (Herziene Indlandsch Reglement), and affirming the principle that Indonesia is a state based on the rule of law, based on Pancasila and the 1945 Constitution.
However, after more than four decades, changes in the state administration, advances in information technology, and social dynamics have brought new challenges.
Therefore, reforming the KUHAP is necessary to ensure criminal procedure law becomes more adaptive, contemporary, and fair, Agtas emphasized.
"We are facing transnational crimes, cybercrimes, and increasing demands for human rights protection," he added.
He hopes this reform will enhance the criminal procedure law's ability to address modern issues, ensure justice for citizens, and tackle authority abuse.
Previously, the 18th Plenary Session of the Indonesian House of Representatives approved the Bill concerning Amendments to Law Number 8 of 1981 concerning the Criminal Procedure Code (KUHAP) for enactment into law.
"Can it be approved to become law? Thank you," House Speaker Puan Maharani asked all House members in attendance at the plenary session on Tuesday.
This decision was made after all political party factions in the DPR RI expressed their views and approval of the KUHAP Bill, which had been finalized by Commission III of the DPR RI.
