“To ensure the closing date is achieved today, November 21, the Brazilian Presidency has implemented what they call a diplomatic strategy, said an official of the Environment Ministry (KLH), Ary Sudjianto, on the sidelines of COP30 in Belem, Brazil, Friday.
He noted that the Brazilian Presidency pursued a strategy of conducting bilateral meetings with countries that had not reached consensus, engaging parties still able to resolve pending decision texts to advance the negotiations.
The Brazilian Presidency also held a bilateral meeting with Indonesia to discuss gender issues because Indonesia has differing perceptions with COP30 negotiators regarding the meaning of gender.
"Thankfully, the Brazilian Presidency has attempted to accommodate some of Indonesia's input. Although not all of it was accepted, we are still submitting notes today for the Brazilian Presidency to consider," he said.
He said several agenda items had already been agreed upon and produced clear decision texts, noting that some had been finalized and ratified, and the outcomes would next be brought to the formal decision-making forum for adoption.
He also noted that several issues are still being negotiated, with some texts unfinished and not yet agreed upon, and added that some bracketed points have been elevated from the Subsidiary Body to the decision-making processes under the Kyoto Protocol, Paris Agreement, or COP.
In the first week of COP30, negotiations remained at a technical level.
Meanwhile, in the second week of COP30, negotiations were conducted at the decision-making level, making them more difficult and taking longer, even though COP30 had officially ended.
