The minister said in Yogyakarta on Wednesday, JKN is an investment aimed at empowering the public through a better healthcare system. The insurance program, managed by the Social Security for Health (BPJS Kesehatan), has continued to improve over the years, hence its progress and quality must be protected from fraudulent practices.
"There is so much risk of fraud, such as what I have said in my speech. Many parties (can commit it). The hospitals, health personnel, BPJS itself, the people," the minister explained.
According to 2017 data from the Organisation for Economic Co-operation and Development (OECD), losses associated with fraud and error account for an average of 6 percent of healthcare service payments.
Iskandar noted that this data should serve as a warning and a foundation for collaborative efforts to anticipate and prevent fraud.
Among the necessary measures, he said, is law enforcement, though he highlighted that the most crucial step is to establish a system that leaves no room for fraud to occur.
On the same occasion, President Director of BPJS Kesehatan Ali Ghufron Mukti stated that fraud and corruption in healthcare harm service quality, undermine public trust, and weaken social equity.
Fraud appears in various forms, he said, ranging from minor incidents to large-scale, structured schemes. He warned that in the digital era, fraudulent practices have become increasingly complex and dangerous.
He added that INAHAFF serves as a platform for stakeholders, including regulators, scholars, insurance providers, and global partners from Turkiye, Egypt, China, Malaysia, Belgium, the Philippines, and others, to collaborate.
Throughout the forum, participants will learn and exchange insights on best practices in fraud prevention, governance, technology utilization, cross-sectoral investigative models, policy harmonization, and law enforcement.
"We want to ensure that every rupiah we manage, each service we provide, and every process we run is carried out with strong integrity," Ghufron remarked.
