According to him, the investment will cover both upstream and downstream livestock development, including the construction of milk processing plants and integrated production systems, aimed at strengthening animal protein availability while creating new jobs.
“Based on discussions regarding investment in chicken feed and milk production in Aceh, we support livestock investment starting from the upstream sector through to milk factories,” he said after a meeting with Aceh Governor Muzakir Manaf in Jakarta on Monday (December 22).
He noted that all investment locations are planned to be in Aceh, with government support provided through policy recommendations, licensing facilitation, and efforts to strengthen the business ecosystem so private investors can operate optimally.
Sulaiman also ensured that livestock development—from feed production and breeding to processing—will be integrated to help the region meet its needs without excessive dependence on external supplies.
“This is intended to support economic recovery after the flood disaster in Aceh,” he emphasized.
In addition to Aceh, a similar investment concept is also being expanded to eastern Indonesia, including Kalimantan, Sulawesi, and Maluku, to promote more equitable national food and protein development.
He explained that the investment in Aceh will come from the private sector and is not part of the Danantara project.
It will focus on building a production system capable of supporting regional needs while strengthening community economic resilience.
The minister stated that livestock investment is a key instrument for post-disaster recovery, as it can stimulate the real sector, increase farmers’ and breeders’ incomes, and maintain food supply stability.
However, Sulaiman did not specify the investment value or identify the investors, confirming only that the plans are still being prepared with the private sector acting as the executor.
The government is targeting the gradual development of livestock investment in 13 locations starting in January 2026, as a foundation for regional food independence based on local potential.
This development will be supported by Rp20 trillion (approximately US$1.1 billion) in financing from Indonesia’s sovereign wealth fund, Danantara.
The planned locations for the first phase of egg-laying and broiler chicken cluster development include Aceh, Riau, South Sumatra, Lampung, West Kalimantan, Central Kalimantan, East Kalimantan, Gorontalo, South Sulawesi, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), South Papua, and East Java.
However, with the planned entry of private investors to develop livestock facilities in Aceh, the livestock development quota under the Danantara scheme will be reallocated to other regions, Sulaiman said.
