An Environment Ministry official, Agus Rusli, said here on Tuesday that EPR provisions have been firmly incorporated into a draft presidential regulation that is currently being prepared and submitted to the State Secretariat.
“However, the initiative permit has not yet been issued, and we have been asked to complete it within the first half of 2026,” Rusli said.
Speaking at the AHConnect discussion titled “Promoting an Inclusive and Equitable Circular Economy through Extended Producer Responsibility” at the Antara Heritage Center, Pasar Baru, Rusli explained that the draft regulation adopts key elements from Environment and Forestry Minister Regulation Number 75 of 2019 on the Roadmap for Waste Reduction by Producers.
He added that the draft also regulates the establishment of Producer Responsibility Organizations (PRO), as well as defining the respective roles of the government and the private sector.
“The technical aspects have been finalized. What remains is a series of inter-ministerial discussions. Once the Industry Ministry, the Finance Ministry, and other related agencies approve it, the regulation can be enacted,” he said.
Based on government data, Rusli noted that only 26 companies have so far submitted waste reduction roadmaps, as mandated under Minister of Environment and Forestry Regulation Number 75 of 2019.
EPR requires producers to take responsibility for the end-of-life management of their product packaging, including waste handling.
The policy is considered an important step in efforts to reduce national waste generation, particularly plastic waste, and to support the development of a circular economy.
