Jakarta (ANTARA) - The Governor of DKI Jakarta Pramono Anung said family development plays a strategic role as a long-term investment and foundational capital, particularly as Jakarta transforms into a global city.

"The family is the primary foundation of social development. It is not merely the smallest unit in the social structure, but the main actor in building social resilience and ensuring sustainable development," Anung said in Jakarta on Monday.



He stressed that values such as compassion, education, and character building must be instilled within the family from an early age, making family development a strategic long-term investment and a basic pillar of development.



As Jakarta undergoes transformation into a global city with dynamic urban characteristics, the Jakarta Provincial Government has proposed a draft regional regulation (Raperda) on Family Development.



"Given the importance of family development as the foundation of development, the executive has proposed a draft regional regulation," he said.

Anung explained that the proposed regulation is based on four main considerations. The first is the juridical basis under Article 13 Paragraph 2 of Law No. 52/2009 on Population Development and Family Development, which mandates provincial governments to take responsibility for implementing family development through regional regulations.



The second is the sociological consideration, citing empirical data showing that the Family Development Quality Index (IPKK) in Jakarta increased from 49.59 in 2022 to 63.59 in 2024.

"However, this achievement remains below the national average, which ranged between 60 and 72.08 over the same period," he said.



He noted that more systematic efforts are needed to improve family development quality in terms of welfare, resilience, and participation, particularly as the IPKK has been designated a national priority in the long-term and medium-term national development plans, with targets of 75.55 by 2029 and 80 by 2045.



The third consideration relates to the transformation of Jakarta into a global city, which demands higher-quality human resources, effective governance, and strong social resilience.

"We believe family development is an integral part of shaping a generation that can adapt to urban dynamics and global developments, while upholding local values and identity," he said.



The fourth consideration concerns governance, as family development policies remain sectoral in approach.

Family-related issues span the entire life cycle and multiple aspects of life, he said, yet responses remain fragmented and have not been fully oriented toward improving family welfare, resilience, and participation.





Based on these four considerations, the executive has proposed the draft regulation on Family Development, aiming to create quality families capable of meeting physical, material, and mental-spiritual needs in a balanced manner, enabling families to function optimally.



"In addition, the draft regulation aims to strengthen harmonization and synchronization of family development efforts within the Jakarta Provincial Government and among all stakeholders," Anung added.
