The beneficiaries are part of the 11 million PBI JKN participants whose memberships were deactivated in February after the government updated its data using the National Socioeconomic Single Data (DTSEN).
Social Affairs Minister Saifullah Yusuf on Tuesday said 44,500 participants have since been reactivated. Of that number, 42,000 returned to the PBI JKN segment, while 2,133 were moved to the independent category or covered by local government schemes, particularly in regions that have achieved Universal Health Coverage (UHC).
Earlier, the ministry also automatically reinstated 106,153 PBI JKN members identified as chronic disease patients.
Yusuf said the data update aims to ensure that government-funded health insurance premiums are targeted at low-income and vulnerable groups classified in deciles 1–5 under DTSEN.
Participants categorized as more financially capable — those in deciles 6–10 — have been directed to pay premiums independently under the BPJS Kesehatan scheme.
To verify the status of the 11 million deactivated participants, the ministry has deployed more than 30,000 Family Hope Program (PKH) facilitators, working alongside Statistics Indonesia.
"This process will continue every month because social data is dynamic," Yusuf said.
During a recent consultation with House of Representatives leaders, the ministry acknowledged targeting inaccuracies following the 2025 DTSEN update.
Revised data showed that more than 54 million people in deciles 1–5 have yet to receive PBI JKN support, while over 15 million individuals in deciles 6–10 and outside the decile classification remain registered as beneficiaries.
The findings highlight ongoing challenges in accurately targeting subsidized health coverage as the government seeks to prioritize limited fiscal resources for low-income households.
