"All soldiers must always maintain harmonious relationships with communities and avoid any actions that may hurt the people," he said.
Sjamsoeddin delivered the remarks during visits to army units in Indramayu and Garut, West Java, on Wednesday, according to a statement received in Jakarta on Thursday.
He said the establishment of YTP units across regions aims to support communities through food security, public safety, and infrastructure development.
"Indonesian soldiers come from the people, are raised by the people, and must fully devote themselves to serving the interests of the people, based on Pancasila and the 1945 Constitution," he said.
He also reminded personnel to uphold Sapta Marga and the Soldier's Oath as guiding principles in carrying out their duties.
"Soldiers must enhance their capabilities and use their skills to face various threats to the country and protect the entire population," he added.
Separately, Head of the Indonesian Army Information Office Donny Pramono said the army has established 155 YTP units across the country to support development efforts.
He added that the broader plan includes the formation of around 750 units, consisting of 593 territorial development battalions and 157 combat and support battalions.
He said the units are tasked with empowering communities through agricultural and livestock activities, providing health services, building village infrastructure, and supporting disaster mitigation.
