“PP Tunas does not impose restrictions or censorship on children. Instead, it sets provisions and obligations for electronic system operators so they can be accountable in providing protection for children,” the ministry's secretary for digital space supervision directorate general, Mediodecci Lustarini, stated here on Thursday.
She explained that the protection includes obligations for platforms to provide information on the minimum user age limit, child age-verification mechanisms, and reporting mechanisms in cases of misuse that may violate children’s rights.
According to her, PP Tunas also requires parental consent for children’s transaction activities on e-commerce platforms.
“If children conduct transactions, parents must know and parents must provide approval,” Lustarini remarked.

In addition, platforms are required to implement a high level of privacy to protect children’s personal data, including providing notifications if applications use location-tracking services.
Lustarini said e-commerce platforms also need to ensure restrictions on access to certain products that are inappropriate for children, such as alcoholic beverages and cigarettes.
“For example, regulations regarding tobacco or alcohol purchases are already clear. Alcohol is only for those aged 21 and above. Tobacco products are not even allowed to be sold on marketplaces,” she remarked.
She emphasized that the regulation is important because children are considered not yet emotionally and cognitively mature enough to make informed decisions.
“Even adults can become impulsive buyers, let alone children whose cognitive and emotional development is still immature,” she remarked.
