In a statement here on Thursday, he underlined that the issue of violence within the Islamic education environment cannot be addressed partially or by relying on short-term measures.
The root of the problem, he said, lies in the imbalanced power dynamics that remain deeply entrenched in society.
"This is the fundamental root of the problem. We must minimize power imbalances within Islamic education," he said.
He explained that unbalanced power dynamics can create opportunities for abuse if they are not accompanied by clear oversight and standards.
To address this, the minister is pushing for stronger regulations governing not only students but also those who manage pesantren.
"Rules should not only regulate the students, but also the management. Clear regulations must limit these power dynamics. We need to instill a sacred principle that imbalanced power dynamics are forbidden—by religion, morality, and national law," he remarked.
The minister further emphasized that child protection is mandated by religion and the constitution, adding that there should be zero tolerance for physical and sexual violence within the Islamic education environment.
Umar also emphasized the importance of strictly defining standards and governance for pesantren, including the capacity of managers and those recognized as kiai or pesantren leaders.
"We need to clearly define what constitutes a pesantren and a kiai, as well as the requirements for both. We cannot allow those without the proper capacity to hold the title of kiai. There must be firmness and clear standards," he asserted.
The minister also called on all stakeholders to collaborate in strengthening child protection within pesantren while working together to mitigate communication crises.
