Jakarta (ANTARA) - The Ministry of Trade is preparing a new Ministerial Regulation governing the technical export requirements for three strategic commodities, namely crude palm oil (CPO), coal, and ferroalloy.

"Yes, the new regulation must be completed, tomorrow at the latest. But technically it must be completed today," Minister of Trade Budi Santoso informed when met in Jakarta on Thursday.

However, he did not elaborate on the contents of the regulation.

He only explained that the regulation will regulate the export mechanism for the three commodities in conjunction with the establishment of PT Danantara Sumberdaya Indonesia (DSI) as a state-owned enterprise (SOE) intended specifically for exports.

"Yes, regarding the export of those three commodities," Santoso confirmed.

The government previously established PT DSI as a specific company with the responsibility to manage and oversee export transactions for strategic natural resource commodities.

In the first phase, from June 1 to December 31, 2026, the DSI will act as an appraiser and intermediary between sellers and buyers of certain export commodities.

Furthermore, starting in January 2027, the DSI will transform into a trading company that purchases commodities directly from exporters, holds the goods, and assumes trade risks before selling to the international market.

Proceeds from the sale of these commodities will be received in the foreign currency of the destination country while adhering to prevailing international trade practices. The proceeds will be fully returned to Indonesia.

The establishment of the DSI stemmed from the continued high incidence of under-invoicing and transfer pricing practices involving several Indonesian export commodities over the years.

The government believes these practices have negatively impacted state revenues, including taxation, royalties, foreign exchange, and the validity of national trade data.

Therefore, Danantara established the DSI as a platform for monitoring the transparency of export transactions, from volume and price to commodity delivery mechanisms.
