"I suspect the bomb terror was carried out by a network rather than individuals judging by the targets," he said at the parliament building.
He said if the police could not immediately unveil the modus and the targets, public opinion would possibly turn it into political issue.
He said the network could still continue its actions until its target was met. He however said he did not know if the network was linked to international terrorist networks. "I would not speculate. But the police had better unveil the perpetrators quickly also as a part of early prevention," he said.
On Tuesday, four packages containing books with bombs planted in them were sent to Ulil Abshar Abdalla, activist of the Islam Liberal Network, Goris Mere, the chief of the National Anti-Narcotics Agency, Yapto Soeryosumarno, the chief of the Pancasila Youth organization, and Ahmad Dhani, a musician.
The police meanwhile were still combing the area where a plastic bag containing a bomb was discovered in Cibubur, Bogor, on Friday.
Bogor resort police chief Adjunct Senior Commissioner Dadang Raharja said he had increased security at the location. "We have cordoned off a 500 meter radius from the location for investigation purposes and we are still waiting for the results of test on the materials found by the police laboratory," he said.
The bomb found by a street sweeper near an electricity station in the Monaco Cluster housing complex in Kota Wisata, Cibubur, Bogor, at 9am was secured by a police bomb defusing team.
But "the bomb exploded before it was defused by the bomb defusing team at around 11.30. No one was hurt as it only contained low explosives," Dadang said.
Dadang said to anticipate similar incidents in the future he had increased security in the area as it was located not far away from the private residence of President Susilo Bambang Yudhoyono.
