Jakarta (ANTARA) - An official from the Indonesian foreign ministry said that there was no sanction mechanism in ASEAN but the organization uses score cards to achieve its regional community goal by 2015.

"There is nothing like a sanction mechanism. We work based upon principles of equality," the director of ASEAN security and political cooperation, Ade Padmo Sarwono, said to newsmen at a press conference at the foreign ministry office here on Wednesday.

Ade made the statement when asked about sanctions for countries not committing to the blueprint of ASEAN three pillars namely economic, political, security and socio-cultural.

Foreign ministry spokesman Michael Tene earlier explained about score cards for recording progress in ASEAN member countries in carrying out the ASEAN three pillars to achieve an ASEAN Community by 2015.

"Indeed there is a score card, made by the ASEAN Secretariat to record progress achieved by ASEAN members in implementing the agreed blueprint," he said.

Ade said the evaluation would be carried out by a panel consisting of high-ranking officials of ASEAN member countries and the ASEAN Secretariat.

"Their main focus is synergizing each sector as each pillar deals with a lot of sectors each having its own agenda," he said.

The issue will be discussed in general at the 18th ASEAN Summit in Jakarta on May 7-8 while its details would be thoroughly studied at the 19th ASEASN Summitin Bali in November, Ade said.

Starting this year, ASEAN will hold summit twice unlike before. Indonesia as current ASEAN chair has three priorities namely among other assuring that significant progress would be made with regard to achieving the ASEAN Community in 2015.

Secondly, it would assure that Southeast Asia as well as its surrounding regions such the Asia Pacific would become a peaceful, secure and stable region to make development efforts possible to carry out.

Thirdly, it would promote ASEAN Initiative after 2015 to make the region ready to meet global challenges namely ASEAN Community among Global Communities of Nations.

The establishment of ASEAN Community is aimed at deepening ASEAN integrity to meet development in the international political constellation.

The ASEAN Community will be based on three pillars namely security community, economic community and socio-cultural community.

ASEAN consists of Brunei Darussalam, the Philippines, Indonesia, Cambodia, Laos, Malaysia, Myanmar, Thailand, Singapore and Vietnam.
