Social Affairs Minister Salim Segaf Al Jufri said here on Sunday brawls often happened, adding that cooperation of parties is also needed to look into all the problems that arise in the future.
"Cadres or vanguards of peace are needed to anticipate social unlest," he said, explaining that clashes in communities often were triggered by minor problems that grew bigger because they were easily provoked.
Actually minor problems can be settled by only a couple of persons, but when the problem grew bigger it became clashes between villages, he said.
In response to the mass clashes in Papua, the minister said the Indonesian most-eastern province has a fairly complex issue with a separatist group that wanted to secede, so it needs a firm action and wisdom of the local government to settle the case. (*)
